Tell Congress that you support the Federal Research Public Access Act (S.1373), aka FRPAA. The Alliance for Taxpayer Access has put together a handy page with several different templates ready to be used to write to your representatives.
Why support open access and this act?
The Federal Research Public Access Act proposes to make manuscripts reporting on federally funded research publicly available within six months of publication in a journal. More information.
